Clarion completions fall to 1,466 as energy efficiency spend passes £26m

Clarion Housing Group's Making a Difference report for 2025/26 shows new-home completions down from 1,727 a year earlier, while spending on energy efficiency rose and 80.3% of its homes now reach EPC C.

Clarion Housing Group completed 1,466 new homes in 2025/26, down from 1,727 the year before, according to its annual Making a Difference report published on 15 October 2026.

The report sets out the group's performance against environmental, social and governance measures for the year. Clarion said 80% of the homes completed were for affordable tenures and 97% were fossil fuel free.

Clare Miller, Group Chief Executive of Clarion Housing Group, said: "Our social purpose means investing in homes and in the people who live in them."

The fall in completions follows the group's results release in July 2026, in which Clarion described the 1,466 homes as having been delivered in a challenging development market. Mark Hattersley, Chief Finance Officer, said at the time: "The development market remains difficult, and that has affected the number of new homes we were able to complete this year."

Clarion said in the same release that its development pipeline had grown to more than 22,800 homes during 2025/26. The group describes its development arm, Latimer, as building more than 1,400 new homes a year.

Existing homes

Clarion said it invested £453m in existing homes through planned and reactive maintenance during the year, with more than £26m of that going on energy efficiency improvements including insulation, windows, heating upgrades and solar panels.

The group estimates those measures will save residents about £1.3m on energy bills and cut carbon emissions by almost 4,000 tonnes. Of the roughly 96,000 homes where Clarion is responsible for energy efficiency, 80.3% are now rated EPC C or above, up from 75% a year earlier when it spent £22m.

Miles Lewis, Director of Sustainability at Clarion Housing Group, said: "The effects of climate change are here now, alongside financial pressures facing many residents."

The energy efficiency work sits within Clarion's Climate Transition Plan, which the group said sets out its pathway to net zero carbon by 2050 across its existing homes, new developments and its business. Clarion acknowledges on its plan page that, based on its own modelling, a gap remains to reaching net zero by that date.

Social value and employment

Clarion said it generated £155.9m in social value across the group in 2025/26, including £125.2m through its charitable foundation Clarion Futures, which invested £15.9m in residents and communities.

Clarion Futures supported 1,287 people into work, including 452 into green jobs, against 1,505 people, including 151 apprenticeships, in 2024/25. It gave one-to-one money guidance and energy advice to 5,818 residents during the year and awarded 1,994 hardship grants, including food and energy vouchers. In 2024/25 the group said it helped 5,423 households with money guidance and energy advice.

The group said the report reflects the priorities in its Five New Giants of Opportunity report, published in November 2025, which drew on the 1942 Beveridge Report and set out five modern giants: connection, resilience, trust, health and sufficiency.

Clarion provides homes for 360,000 people and has homes in more than 155 local authorities in England, according to the group.
