Sandwell Council completes 15 affordable homes at Hawes Lane with TR Partnership Homes
The Rowley Regis scheme, which broke ground in May 2023, is the council's first to use individual air source heat pumps and the second completion job TR Partnership Homes has finished for the authority.

Sandwell Council has completed 15 affordable council homes at Hawes Lane, Rowley Regis, with contractor TR Partnership Homes Ltd, more than three years after the brownfield scheme broke ground, the council announced on 6 October 2026.
The homes are a mix of two-, three- and four-bedroom houses, two-bedroom bungalows and one-bedroom apartments, and will be let to people on the council's housing waiting list, the council said.
The homes feature air source heat pumps, photovoltaic solar panels and electric vehicle charging, according to the council. Its Urban Design and Building Services (UDBS) team says Hawes Lane is the first project in Sandwell to use individual air source heat pumps to supply new homes.

The scheme
The UDBS project page gives the breakdown as seven houses, two bungalows and six apartments, including accessible and adaptable dwellings. The in-house team provided architecture, landscape architecture, quantity surveying and structural engineering.
The site is a publicly owned brownfield plot of 0.56 hectares, according to planning data supplied by the council to the Ministry of Housing, Communities and Local Government. Full planning permission for 15 dwellings was granted under reference DC/21/66305 on 1 August 2022 as part of the council house programme.
The UDBS page describes the land as a previously underused plot split across two sections of Stanford Drive, with a steep incline from south to north.
A change of contractor
The council's project page records that work broke ground in May 2023, names Tricas Construction as contractor and gives an original expected completion of 2024. The October 2026 announcement credits TR Partnership Homes with delivery and does not mention Tricas.
TR Partnership Homes describes its Hawes Lane contract as the completion of 15 affordable homes for Sandwell Council, including all associated external works and infrastructure.
It is the firm's second completion job for the authority. TR Partnership Homes also finished 11 affordable homes at West End Avenue, Smethwick, for the council, a scheme Sandwell announced as its first with the company on 30 April 2025.
The wider programme
Hawes Lane forms part of Sandwell's programme of new council housebuilding. When it announced the Smethwick scheme in April 2025, the council said it had built 547 new council homes since 2016, had 89 under construction and planned an estimated 133 more by 2027, a potential total of around 769.
