Bargate Homes consults on detailed plans for 141 homes at Hordle Lane
The VIVID-owned housebuilder is seeking views on a reserved matters application for the housing element of its 12.21ha Strategic Site 8 allocation in the New Forest, which won outline consent for up to 155 homes.

Bargate Homes is consulting on a reserved matters planning application for 141 homes on land next to Hordle Lane in Hordle, in the New Forest district, its second scheme in the village.
The housebuilder's consultation website says the emerging proposals are for 141 one, two, three and four-bedroom homes, with vehicular access from Hordle Lane. The application covers site layout, building scale, appearance and landscaping.
The site is allocated in the local plan as Strategic Site 8 (SS8): Land at Hordle Lane. Bargate said highways, flooding and landscape impacts were assessed at outline stage and found acceptable by New Forest District Council.
The outline consent
Bargate announced that the district council had resolved to grant permission for a hybrid application covering up to 155 homes on the 12.21ha (30-acre) site. Hordle Parish Council had reported in October 2024 that Bargate submitted amended plans for the scheme, which carries the council reference 23/10661.
Mark White, managing director of Bargate Homes, said at the time: "We're thrilled to receive planning permission at committee for a second development in Hordle."
Bargate said then that 40% of the scheme would be shared ownership, affordable rent and social rent homes, delivered with VIVID, the housing association that owns the business. It also said it was preparing a reserved matters application for the housing element.
The reserved matters proposal now out for consultation is for 141 homes. The sources do not explain the difference between that figure and the outline consent for up to 155.
Open space and energy
The scheme would connect to an already approved full application for 3.26ha of Alternative Natural Recreational Greenspace (ANRG) and public open space. Bargate said in its announcement of the outline resolution that over half the land would be public open space and ANRG, with play areas, 15 full-size allotments and maintained woodland.
According to the consultation site, the homes are designed to be zero carbon ready, using air source heat pumps and solar PV panels for on-site low carbon generation. Each home would have an electric vehicle charging point and a water butt.
Drainage would use basins in the open space areas, with open swales and bio-retention areas along the spine road. Bargate said existing trees and hedges would be retained where possible, with a biodiversity net gain across the site, and that it supports the Homes for Nature initiative.
Footpaths and cycle routes would link the site to Everton Road and the open space at Bargate's Shepherd's Green development to the north.
Shepherd's Green
Shepherd's Green, east of Everton Road, is Bargate's 100th development. The company officially opened it on 17 February 2026 with two show homes and public open space. When complete it will have 97 homes, 50% of them affordable in partnership with VIVID.
| Scheme | Homes | Affordable share |
|---|---|---|
| Hordle Lane (reserved matters) | 141 | 40% |
| Shepherd's Green | 97 | 50% |
Bargate Homes was established in 2006 and builds in Hampshire, Dorset and West Sussex. It said it is delivering 900 homes across six live developments and continues to operate independently following VIVID's acquisition.
What happens next
Bargate said it will consider all correspondence and set out its response to issues raised in the planning submission. The consultation website says responses are sought until 19 July 2026.
